If you performed the Pick-Up Summon properly, the summoning was performed without any data error, and if you felt that the target Soul was not summoned, it could be the result of chance. However, the compensation for Normal Summon and etc. is confirmed since they could be performed even while confronting the issue.

While confronting the issue, the Pick-Up Summon for Renee (Argent) was unavailable due to the data error, and in this case the resource could not be spent since the Pick-Up Summon was totally unavailable.
